You know those tall, colorful, cigarette-shaped whatchmacallit things with
little T. rex arms  and air blowing through them that are set up at grand
openings and so on?

That's what they're called: "air dancers."

You can also call them "tube men" or a "skydancers" [sic].

They were designed for the 1996 Summer Olympics, according to:
