Somewhere or other, I came a across a version of this as

"The English language is the enemy of the indigenous language."

The point was that, in countries like France, in which all students are
forced to begin their education using only the official language, French,
when students have progressed to a level at which they are legally allowed
to study a second language, they choose English as far more useful than
Breton or Catalan or Provençal or Basque or whatever their dying indigenous
language is.
