My initial reaction was that Rule 34 is not just something that people make up, but was instead based on a preexisting Rules of the Internet.  It seems, however, that this is wrong; apparently Rule 34 came first, and when the Rules of the Internet were prepared, Rule 34 was included.  There are various versions of the Rules of the Internet, but Rule 34 is pretty standard, except as to punctuation:  “There is porn of it. It's reminiscent of Rule 34 of the internet:
"If you can think it, then there's a porn of it."

"Rule 34" is some kind of hip-to-the-internet in-joke, there being many
Rules 34. The above example is only the first one that I've encountered.
One may even conceive of the following as Rule 34 of the internet:
