Yes, this is an example of the "-fish(ing)" libfix, based on the original
"catfish(ing)." See Stan Carey's post for the Macmillan Dictionary blog:

The fact that "blackfish(ing)" can appear without any reference to
"catfish(ing)" suggests that the libfix has become truly liberated.
