1966 ‘It follows that functional programming has little to do with functional notation.’ P. J. Landin ‘The Next 700 Programming Languages’ in Communications of the ACM 9 (3): 163/1.

It seems a mistake of OED3 that ‘functional programming’ was made its own noun entry, rather than this sense being considered an application of the adjective ‘functional’. The same article contains several examples where the word ‘functional’ is applied to, but not immediately followed by ‘programming’.
