The OED's entry for the word "integration" has a sense 1.c., referring to racial integration. Their first use for this sense is dated 1940.
Here are three antedatings of OED. I have taken my information from a secondary source and have not verified it in the original publication nor determined the page numbers.
1933 W. E. B. Du Bois in The Crisis Sept. ("On Being Ashamed of Oneself: An Essay on Race Pride")
What are we really aimng at? The building of a new nation or the integration of a new group into an old nation?
1934 Walter White in The Crisis Mar. ("Two Replies to Dr. Du Bois")
The Negro must, without yielding, continue the grim struggle for integration and against segregation for his own physical, moral and spiritual well-being and for that of white America and of the world at large.
1934 W. E. B. Du Bois in The Crisis Apr. ("Segregation in the North")
Extreme opponents of segregation act as though there was but one solution of the race problem, and that, complete integration of the black race with the white race in America, with no distinction of color in political, civil or social life.
