[Ads-l] "implement" used to mean 'influence' or possibly 'determine, shape'

This is a weird one:

    “There’s no question donors absolutely can help order priorities,”
[Robin] Kolodny said. “We have evidence it will implement how much time a
Congress member will spend on an issue.”

I've never seen "implement" used this way before. Even the use of "help" to
mean something like 'partially, somewhat', again implying influence, is a
bit odd, though less so.
