The vertical edges represent half a kilobit and a kilobit between pairs of nodes in the net.  These are typical values.  In comparing the ARPANET with other types, we see that the ARPANET is three orders of magnitude better in delay ... over types of service available commercially today. ... The other nets that are shown here are ones that we have designed, though they have not been built.
