HERE WE GO AGAIN
The OED dates this phrase to December 1809. Here is an earlier instance, as
well as an earlier source for the OED's first attestation:

"Huzza! Here we go, mamma! Here we go, up! up! up! I wish it blew harder!
Here we go again!"

The OED cites the following quote as their first attestation, crediting the
Lancaster (PA) Intelligencer on 9 Dec 1809. The quote apparently originated
a week earlier in Philadelphia's Democratic Press:

Here we go, again! The Nonintercourse Law, all a Cheat! Well may the
French, the Russians, all the Continental Powers complain of our partiality
and abominable fraud.
