He [Dr. Chester Middlebrook Pierce] stated at the outset that "The major problem of black children is that the system ... permits generation after generation of black children to grow up to be second class citizens ... This is done, according to Dr. Pierce, by visiting on the children accumulation of micro-aggressions, little put-downs and demeaning oversights which make a black person constantly on the defensive.
