The term “colored people’s time” is not in OED.  Below is the earliest citation I have found.

1912 Chicago Defender 22 June 7 (ProQuest). We have in our method of gathering what is commonly called, in the vernacular of the street, “colored people’s time.” … There should be more heed given to punctuality in all of our relations in  life.
