OED has this from 1915 as a "cigarette stub" (probably too precise) but
only from '28 as simply a cigarette.

1917 _Washington Post_ (Jan. 21) 2 [Newspapers.com]: Scags - Cigarettes.

1920 _Spencerville [O.] Journal-News_ (Jan. 15) 9 [Newspapers.com]: Camel
cigarettes were his favorite "skags."

1920 _Casper [Wyo.] Star-Trfibune_  (Mar. 5) 9 [Newspapers.com]:  SKAGS
