This is used sarcastically, i.e. "I couldn't care less."

I heard it some years ago (I'm thinking of Valley Girls, but that may be in
error) and now have heard it again in a TV commercial for something or
other.

Anyway...

1925 _Wichita Falls [Tex.] Record News_ (May 1) 8: When the Cats don't win
it's difficult for Pop to find anything to talk about. Too bad, so sad.

1926 _Carlisle [Ark.] Independent_ (July 15) 6: Son in college wrote the
following letter to his dad:
"No mon/ No fun/ Your son." The fond parent replied immediately: "Too bad /
So sad/ Your dad."

1932 _Paducah Sun-Democrat_ (May 19) 12: I forget those Aingleesh lanwich.
Too bad! So sad!

1939 _Stuart [Fla.] News_ (Aug. 24) 1: TOO BAD, SO SAD.
