[Ads-l] Possible Antedating of "Majority Minority"

This is not the intended meaning of “majority-minority district,” which as noted below is a legislative district drawn so that a majority of its voters belong to a racial or ethnic minority. Rather, it deals with students being transferred to another school to achieve racial integration. That caveat also applies to the 1971 newspaper citation, and it may also apply to the 1978 citation, although I cannot tell for sure without looking at the full article. It is from the Publishers Extra version of Newspspers.com, which I do not have access to. 

I note for the record that Fred inadvertently omitted the volume number of the 1970 citation, which should be 433 F.2d 387.
