Actually, it seems to have been coined not by "foreign policy experts" but by the headline writers of the New York Post over a year ago. On 8 January 2025, that paper's page 1 headline read "THE DONROE DOCTRINE—Trump’s Vision for Hemisphere."
 
At the time, the Gulf of America, the Panama Canal, and Greenland were the topics of concern. Venezuela is only the flavor of the month.
