I don't know whether anyone cares about "second oldest citations," but I believe this is the second oldest cite that has been found for "science fiction" as a literary genre:

science fiction (OED 1898)  1903 Evening Herald (Dublin) 4 Mar. 2/7 (Newspapers.com)  You read Jules Verne's delightful "Thirty Thousand Leagues Under the Sea," and you realized ... that the British-born explorer was merely a bad translation of the work of a master of science-fiction.
