I've heard this a number of times in political contexts: 'moment requiring
or exhibiting decisive action."

2012 _Guardian_ (London) (June 30) A40: Robert Zoellick, the outgoing
president of the World Bank, warned in the Financial Times on Friday that
Europe might be approaching a  break-the-glass moment, "when one smashes
the pane protecting the emergency fire alarm."

2012 _Plain Dealer_ (Cleveland) (Nov. 4) B6: The NRCC's official "break the
glass" moment" as they try to salvage Renacci's campaign.

2016 _Grand Forks [ND.] Herald_  (March 4) 2: David Axelrod...called the
Romney speech a "break-glass moment" he had not seen since 1964.


Etc., etc.
