Dear Richard Parker,
some suggestions:
The systems of most of Oceania are decimal.   Check on words for powers 
of  ten:   100     1000, 10000....
The Proto Oceanic  has terms for one through ten, so those Oceanic 
systems with paraphrase for 6,7,8,9, are innovative.
But the system is still decimal.  (POc * Ratus 100).
A real base five system would have words for powers of  five:  25, 125, 
625 ...
A real base twenty system would have words for powers of twenty:  400,  
8000,  160000 ...
