request for assistance

Not sure if this is a legitimate use of this list, but we (at University of
the South Pacific) have received an enquiry from someone wishing to do
postgraduate linguistics here, accompanied by a transcript from Sekolah
Tinggi Bahasa Asing Lia. Could someone help us evaluate the standard of the
institution and the applicant?
