[An-lang] ICAL 2027 change of venue

Hi all,

  Due to the current political situation, ICAL-17 will not be held in the
US after all. A new team of organizers have taken up the task in a
different location - I'll leave it to them to make a public announcement
when they're ready. With any luck Swarthmore will be able to welcome you
all for ICAL-19 or 20 instead.
