Subject: phrase query

Dear Arabic-Lers',

I can remember someone asked  a few time ago about Max WEINREICH's
reference where this famous phrase can be found... :  " a language is a
dialect with an army and a navy".
Unfortunately, at that time I trusted my memory and now that I need it... I
realize I shouldn't have had !!
Can anyone with a brand new brain refresh my mind ?
