This will take you to a page where, if you put "HTML filter" in
search, you can get this important piece to install to allow your
Arabic Word 2000 document to be "exported as compact HTML" and thus
be a file that can be placed on a web page and read(as Arabic, not
gibberish) with even English Internet Explorer.
