Subject:Arabic HTML Package query

Dear Friends,
Ahlan wa-sahlan.
I am about to start an Arabic HTML project.  So far, I know of only one
software package which allows this: NasherNet by Sakhr.  And I will
probably buy this package, because it seems to have some outstanding
features, according to its description.  However, it surprises me that
only one package exists.  Can it be that no other company has designed a
competing product?
