Subject:Doubled consonants in transliterated names query

Hi there,
I am curious about why there are sometimes doubled consonants in
transliterations of Arabic proper names when the original Arabic name
doesn't have a geminate. Like Yasser Arafat. Is there is system to when
this occurs? Is the s doubled because it follows the long alif vowel?
Any thoughts?
