This is in response to the query's first item:
There was indeed an earthquake that hit the city of Agadir --and Souss
region-- in 1960, and it is considered, by all, as one the deadliest
ones in recent/recorded history and took tens of thousands of lives and
totally leveled the city... but one single structure on the beach.
Subsequently, a whole new town was erected from the rubbles with the
help of many countries, which is reflected in the diverse architectures
in place today.

The earthquake in question may have been the Agadir earthquake of 1960.
The
city was flattened and estimates of deaths range from 15,000 - 40,000.
