Subject:hamzat al-wasl query

Dear Subscribers,
 
Is there any substance to the notion that the hamzat wasl is being  
phased out from Arabic writing? 
 
Also, can someone direct me to a reference where I can find a list of  
the ahruf shamsiyah and the ahruf qamariyah?
