The following (probably old) information was recently given on the  
Corpora list, in response to a request for an Arabic tagger:

Salam Siham,   check out Mona Diab’s page.  She has some Arabic  
tokenization
and part-of-speech tagging software that is available free for download  
on
it (end of the page)
