A simple and effective solution for Arabic transliteration/transcription
under MS Windows is freely available from the SEEA (Spanish Society of
Arabic Studies) website and is called Naqhara:
http://www.estudiosarabes.org/naqhara

Naqhara is based on Tavultesoft's keyboard mapping software, Keyman,  
and it
allows typing the most frequently used characters in Arabic  
transcription.

(Please note that currently Naqhara documentation is only available in
Spanish.)
