According to Ramadan Abd El-Tawwaab (1996) -مشكلة الهمزة  
العربية- the
Arabic Language Academy of Cairo has established at two different
points in time the guidelines for writing the Hamza:

1. January, 5th, 1960.
وقد نشر في مجموعة القرارات العلمية من  
الدورة الأولى إلى الدورة الثامنة
والعشرين (ص 189-190)

2. During the 46th Session of the Arabic Language Academy of Cario
(1878-1979).
وقد نشر في ملحق محاضر جلسات المجلس  
والمؤتمر، في الدورة السادسة
والأربعين (ص 23-24).

They are two different ways of explaining the orthographic rule for
writing the Hamza, being the second -supposedly- simplier.
