Years ago I installed emacs-bidi (bidirectional) on my Linux box.  It  
has worked well for me for Arabic and it also works with Hebrew.    
(The newer versions of vim also handle Arabic quite nicely.  I also  
use mlterm which is a bi-directional terminal emulator.  You can hunt  
these things down with google)
