Subject:PhD correspondence programs?

Does anyone know of a correspondence program by which one could pursue  
a PhD in some aspect of Arabic language pedagogy? I have a former  
student, now with a masters in teaching Arabic as a foreign language  
(and teaching Arabic) who wants to pursue a PhD but does not want to  
leave her position in order to do so.
