For PCs, there is useful info, with a link to a layout, at the Univ. of Chicago site

(Apparently, WIndows 7 has some problems with keyboard layout installers, I am not sure if that has been resolved yet for Alt-Latin).

For Macs, apart from the MiddleEast-oriented site at the top, you have built in a keyboard for writing diarcritics, US Extended, which can also be used (check under the "International" setting).

You ask for an easy way to write transcription signs for Arabic dialect texts.
