Files created with CLAN - permissions

We have checked all this and we still can't get the permissions changed
permanently. Either if we try file by file, or if we try the whole
folder, all permission changes just revert back to only the original
user.
It's very frustrating! We don't get this with other files created using
different programs on the same server (obviously they are created with
only the creator's permissions, but they can then change them and they
don't change back).
