IPSyn coding

Dear Rose,

     As I announced in a message to info-childes about 10 days ago, we have completed a good version of IPSyn that relies on computations using the %mor line, and this program is now included in CLAN.  Please download a new version.
     We have done extensive testing of the program, but we would be happy to receive additional input.  Some of the IPSyn rules are difficult to interpret unambiguously.
