Dependent Tier Reliability

Hi Leonid, 

Thanks for your quick reply! 

I have spent a lot of time in section 7.21. What I got from that section is 
that I should be inputting the command > rely  @ +d-t*+%esa however, when I 
run the command I receive the message... "Total categories value for Kappa 
calculation has to be greater than 0."
