Thanks for the improved link; I was able to get the page in its ISP's frame
by using

(copying the whole URL Dave gave into Notepad, removing the line breaks, and
then copying the result into my browser's address line. But it's actually
nicer *without* the Aboriginal Canada Portal banner frame taking up the top
30% of the screen.

PS Unfortunately I have no idea what the answers to your questions are. It's
not listed under Canada in the Ethnologue, either.
