don't you think "non-indigenous people of color" might be a good gloss?

My own PNWE has \tS\ in Chinook and Chehalis but \S\ in Chelan; Sacheen is
not part of my active vocabulary. Be interesting to see a careful study of
the distribution of variants of this sort (also referencing non-PNW items
like "Chicago").
