you'll find stuff about the CKIP balanced corpus and treebank. I don't
know if they amke software available too, but you could probably ask
Chu-ren Huang hschuren at ccvax.sinica.edu.tw if anything is available.

Laurie Gerber worked on a parser based on the Penn Treebank
lgerber at usc.edu so you might contact her to see if it's available.
