[Corpora-List] English text-to-phone rules?

Can anyone point me at a public domain set of text-to-phone rules for
English.
I know I could install Festival and build a set but I often have problems
installing stuff with my current configuration (Interix/SFU) and I don't
have a lot of time to spare.
