- Adwait Ratnaparkhi's MXPOST
- fnTBL toolkit for fast transformation-based learning, which is a good 
implementation of the Brill tagger
framework.
- Lluis Padro's tagger (website not cited in the message, sorry)
-  Doug Biber and Mark Davies' s tagger, developed a tagger for our 
"Multidimensional Analysis of Spanish" project for the National Science 
Foundation
