Hi,
Some studies claim CALL is motivating, some say the opposite, but the recurrent theme which many believe should be addressed before trying to come up with a supa-dupa system is that developers need to work closely with language teachers and educators in order to build a strong pedagogical basis, and only then start writing code.
You could start by looking at specialist journals, such as Computer Assisted Language Learning, Computers in Human Behaviour, Computers & Education, System, as well as proceedings of conferences such as EuroCALL. Carol Chapelle, Jozef Colpaert, Jan Plass, Dorothy Chun, Lars Borin and Volker Hegelheimer - among many others - have important contributions there, and their work also makes reference to other studies in the field.
I, for one, am persuaded of the benefits of CALL provided the technology is used to facilitate the learning process instead of driving the course-creation stage, and have done my best to follow the 'proper route' ;) in building a methodology aimed to assist L1 native speakers to acquire reading skills in an L3 which is typologically related to an L2 they have some knoweldge of. I have also implemented it into a CALL environment and the initial tests are promising. Now it's all about putting it all into a shiny thesis :).
