I would suggest the SMT phrase-based toolkit (by Philipp
Koehn)
provided by the University of Edinburgh, which is available at
the
NAACL'06 SMT workshop shared-task
website:
http://www.statmt.org/wmt06/shared-task/baseline.html
it is fully compatible with pharaoh,
