interesting ...I, US-born, ony learnt this use of cheerfully from a Brit, in the form of 'cheerfully negligent'...
 
the main use is obviously ironic, as evinced I think by the semantic clash between the typical positive meaning of the adverb + adjectives with typically negative value. 
 
The meaning then seems to be
adjective + 'conscious'/deliberate treatment of 'adjective' as being of no importance (on the part of the entity being explicitly/implicitly described as negative whatever).
 
most of your examples, despite scant cotext, seem to fit this pattern.
 
one apparent exception,

maintains the semantic clash, but the 'deliberate' aspect seems to be missing..or perhaps it's the 'indifference'-as-bad that's missing, but here I'm on very slippery territory. More cotext/context is needed to properly investigate differences here I'd say

Do these all share one meaning or are there subtle meaning differences? And if so, how would you best paraphrase this meaning/these meanings, or (even better) translate them into German? What kind of semantic shift from CHEERFUL ('happy' or 'giving you a feeling of happiness', according to OALD) is going on here?
