It's all a system of trade-offs.  Both sed and perl are minimal
solutions, which might not work in some cases.  But the point is that
these don't require downloading/compiling/installing a suite of
programs for a one-off task.  Of course I don't advocate the use of
sed for processing XML, but if all you want to do is get rid of tags,
then it's a one-liner which you can type in in less time than it takes
you to read whether XML processing system Y runs on your operating
system.

But I certainly agree with you that
