That is a reasonable statement:

But whenever anybody uses the word 'best', the obvious question to ask
is "Best for what purpose?"
Since there are many different definitions of and approaches to
semantics, there are at least as many ways of defining semantic
similarity. Some definitions may be better for one purpose and
others may be better for others.
