a system that comes to mind immediately is EXMARaLDA.

If you are merely looking for an editor that will help you annotate
already transcribed spoken language and give you support in data import,
xml file preparation and painlessly setting up simple annotation
schemes, you might consider Gregory Garretson's Dexter:
