Hi,

Freddy Choi's C99 is still available from the internet archive
(http://web.archive.org/web/20040810103924/http://www.cs.man.ac.uk/~mary/choif/software.html).
That package includes a TexTiling implementation as well as a few
related algorithms from that era (c. 2000).

Utiyama and Isihara's algorithm

Min-Yan Kan's Segmenter and Michael Galley's LCSeg are available from
Columbia NLP group (http://www1.cs.columbia.edu/nlp/tools.cgi), after
signing paper license agreements.

Igor Malioutov's MinCut code is available from his page
(http://people.csail.mit.edu/igorm/acl06code.html)
