qtag is free as in free beer. It comes as a Java library and it can be 
trained. Models for English are available, too.

The OpenNLP tagger is free as in free speech, but as far as I know, it 
doesn't come with a model for English. But of course, one should be able 
to train it. However, I found the OpenNLP tools harder to use than qtag. 
  But of course, they are more powerful.
