[Corpora-List] a problem about overgeneration

What does 'overgeneration' exactly mean? I found two possible interpretations in
text books:
1.A rule set can generate both grammatical sentences and some ungrammatical
sentences.
2.The number of simple CFG grammars increases exponentially as constraints are
added(such as agreement)
which one is correct?
What problems might overgeneration brings when using a grammar for parsing
grammatical text?
