[Corpora-List] PoS-tagger for Vietnamese

If you have a tagged training corpus, then my QTag program can be
trained with that to create resource files for tagging Vietnamese.  I
have no idea how well it would work, but have had good results with
English, German, and Romanian so far.  Other languages have also been
done, but I don't know about the results.
